This is the second known Commissar of Sin-Cong, the former was his father, Major Hoy, who was defeated by the Avengers. He placed his father's head in body of a rebuilt robot that his father had used to make believe was the Commissar but in reality he was the one operating it.
The Second Commissar ended up getting into a skirmish with the Inhumans which led to his imprisonment in Sin-Cong. His father had "woken" up and resumed command, but in reality he and the robotic body was being controlled by an Inhuman called the Living Dream.
