Draxon is the supreme dictator of a small country called Morvania. He rules with an iron fist and has plans to take over Europe and eventually the world. He comes into conflict with the Hulk after he awakes inside one of Draxon's weapon crates. He tries to persuade the Hulk to join him but the Hulk refuses. Draxon and his army attack the Hulk with their high-tech weaponry but they are overwhelmed by the green juggernaut.
