First issue:
A soviet super-soldier with electric powers created with only one goal: to kill Captain America. he confronted the captain and his partner Bucky in the 1950s and was seemingly killed (The Cap and Bucky of this time were actually William Burnside and Jack Monroe respectively). A short time later he would be revived by the Red Skull and had his powers augmented, the skull planned to find out Hitler's old notes. By orders of the Skull Electro would fight and be defeated the patriotic duo again, apparently dying for good (though he could probably be revived by the same methods as before).
