Fifty-One is an extraterrestrial who was recruited to the 50-State Initiative.
Creation
Fifty-One was created by Christopher Yost and Khoi Pham. His first appearance was in Scarlet Spider #7 (September 2012).
Major Story Arc
The Rangers

Fifty-One is assigned by the Initiative to the Texas team, The Rangers.
After a reported terrorist attack on a Roxxon building, The Rangers patrolled other Roxxon locations. They found Scarlet Spider sneaking around and confronted him. Believing he was a hero, they tried a gentle approach, but Scarlet Spider ran off with Zoe Walsh, daughter of the current CEO. Roxxon pressured the team into saving his "kidnapped" daughter.
They were reluctant of Roxxon's intentions, but The Rangers investigated anyway. They caught Kaine and Zoe sneaking into another Roxxon location. They tried confronting Kaine yet again, but Fifty-One went rogue. He destroyed the floor, revealing the burned bodies of indigenous people.
One of Roxxon's oil rigs discovered an ancient sentient energy source they named Mammon. Roxxon was trying to find a way to harness it as energy, but Mammon needed to possess a human body. Because he burned through them so fast, Roxxon was using indigenous people provided by a drug cartel. The Rangers teamed up with Kaine eventually trapping the being in oil.
The Paladins
After the Initiative folded, a few recruits, including Fifty-One, from across the country came together to form The Paladins, believing they could do a better job without government supervision. The team was desperate to make a name for themselves, so they worked with Veronica Eden, who dreamed of leading Hydra. When Eden was arrested, The Paladins decided to activate The Overseer from Eden's storage to replace her but were easily overwhelmed.

Fifty-One was the only one regretting abandoning Overseer to its own devices. He wanted to warn someone, but Paladin member, Think Tank, psychically controlled him. To protect themselves, The Paladins turned Fifty-One into the villain they could publicly fight. Luckily, Fifty-One built a tolerance up to Think Tank and decided to free Eden during a prison transport. Eden could lead him to the Hydra Supreme armor which he could use against the Overseer.
This got the attention of Iron Man and Captain America. Although the two Avengers initially believed the Fifty-One had gone rogue, they learned the truth in time to stop the The Paladins from killing Fifty-One. They then helped the alien against the Overseer. Fifty-One used his own telepathy to bond with the super-intelligence. He was able to stop the drone army but was feeling new sensations for the first time. He required isolation to adjust and left Eden and the Paladins in the capable hands of Cap and Stark.
