Origin

Fin is a mysteriously empowered superhuman. He is super strong and durable with a fin running from his scalp down his spine. He does not remember how he ended up this way, nor does he remember his original identity. He purposefully had those memories wiped as they were too embarrassing to share. He also has an intelligent mind and sophisticated taste, but he pretends to be a simpleton so that he is not taken advantage of.
Creation
Fin was created by Gregory Wright and Tom Grindberg in 1993 and first appeared in Silver Sable & The Wild Pack # 11.
Major Story Arcs
Intruder

Fin was working for the mercenary operation, Next Wave, which was a rival of the Wild Pack. They crossed paths taking on the Cyberwarriors in the Mediterranean. He got the attention of Silver Sable, who poached a few members for her operations. He was assigned to Sable's new task force, The Intruders, along with Sandman, Paladin, and Man-Eater. They would be based out of the Symkarian embassy in the United States, while the Wild Pack remained in Symkaria.
In their early mission, they were used as backup for the Wild Pack, who were attempting to pass out resources to poor Somalians. They defended the Wild Pack from the Bio-Genes, a group of Somalia mutants that rejected the involvement of the United States. However, they ultimately all teamed up against Baron von Strucker and his Hydra goons who were taking advantage of the situation.
After recruiting a useful member of the Bio-Genes, Lightbright, the team remained an essential part of Silver Sable's business. Unfortunately, when Silver Sable was arrested, they were forced to leave America before they were arrested too. They relocated to Symkaria until Silver was able to clear her name. Although she was ultimately exiled from the country, she arranged for the Intruders to continue working on American soil.
Their last known mission was to head to Antarctica to retain an alien relic before eventually being disbanded when Sandman was made evil again by The Wizard's brainwashing.
The Initiative
To give superheroes a semblance of checks and balances, Tony Stark sponsored the Super-Hero Registration Act, which would require all superheroes to work for the government. Part of the act was the establishment of the 50-State Initiative, where each of the U.S. states would receive their own version of the Avengers. Fin was assigned to The Garrison, the Vermont team, along with his old teammate, Man-Eater.
When Penance, a member of the black ops Thunderbolts, goes AWOL, he is tracked to the Vermont home of Mendel Stromm. Stromm's history as a nuclear scientist led the Initiative to activate multiple state teams to stand guard outside nuclear facilities. The Garrison was the first hit, easily overwhelmed by the powerful and well-trained Penance.
