Origin
When Galactus planned to consume Battleworld, the heroes obviously intervened. Galactus sent his robot to prevent them from stopping him.
Creation
This robot is clearly different from Galactus' Punisher Robot. It's name derives from Iron Man's asking if an annoyed Galactus was going to "sic his cat" on the heroes just before the robot was released.
