Hoy or Major Hoy at the time was the secret dictator of Sin-Cong. Hoy used a giant robot to enact his terror plots and even pitted the machine against the Avengers which ultimately led to both his and the machines defeat. The machine itself was only ever refereed to as Commissar and was made to look like an actual person in order to keep the people of Sin-Cong in line due to fear of its power. When the Avengers ran Hoy off his son some time later took over Sin-Cong and placed his father's still semi alive head in the body of a rebuilt Commissar.

During his son's skirmish with Crystal's team of Inhumans a hostile Inhuman named Living Dream took over both the mind of Hoy and the robotic body he was installed in, "waking" the former dictator from his coma to be the rightful ruler of the "true" Sin-Cong.
