Hurricane first appeared in Civil War: Battle Damage Report #1 by Warren Ellis and Marc Silvestri.
Major Story Arcs
Civil War
Hurricane had been hero for only nine months and three days before the Civil War. Afterwards, he was ruthlessly hunted down by government sanctioned Thunderbolts. He didn't want to fight them and just ran away from them, However, Bullseye's precision throws disabled his legs, and he was captured. Presumably, he was incarcerated afterwards but his final fate was never disclosed.
Powers And Abilities
Hurricane has inhuman resistance to damage as well as unusual technical intelligence. He designed his own "Hurricane Gear" which allows him to run super-humanly fast. It is unknown if this Gear also bestowed upon him any additional abilities or powers.
