Judge Mental was a powerful projective telepath who became the leader of the Forsaken, paranormals who took over Coney Island after it was abandoned in the wake of The Black Event.
He can project distressing mental images or pain, recieve telepathic signals, and neutralize other Paranormals' poowers, however he can't actually read minds. Justice took advantage of that fact to kill him, taking over as leader of the Forsaken.
