Madame Worm is said to be one of a number of characters created by Remender as 007-style villains for HYDRA. In an interview, he stated that the seeds of the character were first seen in Uncanny X-Men during a sequence within the World where a number of statues of previous experiments of the Weapon Plus program were shown. Among the statues present included Dr. Mindbubble and Rick Remender stated that the statue next to his was Madame Worm.
