Origin
The Earth-6466 version of Wade Wilson didn't grow into the Merc With A Mouth.
Instead, this alternate universe equivalent of Deadpool grew up in The United States Of North America. The region encapsulated all three countries of Canada, the United States of America, and Mexico. Instead of living as a mercenary, Wade Wilson joined S.H.I.E.L.D. For many years he grew, trained, honed his skills, and rose through the military ranks until he reached the venerable position Major.

Healing Factor
It is currently unclear whether Major Wilson entered into the
Weapon X
program (or an equivalent body form the United States Of North America). Or whether he did undergo a similar process to regular Deadpool, which was successful. However, it does appear that if Major Wilson has a healing factor, then it has left him un-scarred.
Military Major
As a high ranked officer in the military, Major Wilson has undergone years of thorough physical training. He is adept at handling any weapon. However, unlike the Deadpool of Earth-616, he is a disciplined man of strict morals & high expectations, he has already showed a high degree on martial arts.
