Creation
Oceanus was first mentioned in Captain Marvel #29 written by Jim Starlin however his first physical appearance was forty-nine years late in Eternals: The Heretic #1 written by Kieron Gillen and drawn by Ryan Bodenheim.
Origin
Oceanus was created by the Celestials one million years ago, 400,000 years later during the Eternal Civil War he aided Kronos faction in defeating Uranos and his followers, who were later banished from the Earth. Afterwards he formed the Oceanic Watch, a group of Eternals who act as a doomsday watch on the city of Lemuria, ready to take deadly action against the Deviants who live there, but only on the Prime Eternal's command.

The Eternals’ bodily cells contain cosmic energy, and they maintain constant mental control over every molecule of their bodies. As a first generation Eternal Oceanus has all the typical powerset:
