Omar was working at a freak show when the Nazi spy Sando hired him to form a fortune telling double act. Their act was to instill fear in the hearts of the American public by predicting disasters before they occurred. It turned out Omar was just a misled lackey and was freed by Captain America, Bucky and Betsy Ross.
