The One Above All is the Supreme Being of Marvel and master of the nigh omnipotent entity known as the Living Tribunal. He is the only being in the Marvel Omniverse with omnipotence.

Origin
Having brought itself into being, the One Above All is credited with the existence of all life across the Multiverse. It stands as the supreme master of the Living Tribunal, a cosmic judge whose three faces: Equity, Vengeance, and Necessity, remain perfectly aligned as it delivers impartial judgment. But even a being as boundless as the One Above All has faced challenges. The Mother of Horrors, another self-created entity, defiled Earth, one of His cherished creations, by birthing her son Udru. For the first time, the One Above All felt anger. That fury took form as the One Below All, who struck Udru, twisted his form, and eventually chained the Mother of Horrors herself.
From that point on, the One Below All served a dark but necessary role: a force of destruction to balance the boundless life growing in the Multiverse. Through death, decay, and cosmic ruin, it cleared the way for rebirth. The One Above All, ever the architect, used this cycle not as punishment but as renewal, a way to start again, stronger, wiser, transformed.
Roughly a billion years ago, the One Above All intervened once more when Hadad, the first storm god, grew powerful enough to enslave even the abstract cosmic entities. The confrontation took place in the mysterious Dimension of Manifestations, where the One Above All swiftly defeated the tyrant. Though Hadad survived, he retreated into slumber, plotting his return, waiting for the moment he and the other storm gods might rise again to challenge the cosmic order.
Creation
The One-Above-All was created by Mark Waid and Mike Wieringo, and first appeared in Doctor Strange #13 - Planet Earth is No More!.
