First issue:
Otmu was a renegade Watcher that started a philosophical revolution within his race when he opposed the Doctrine of Ultimate Non-Interference. Ten billion Watchers embraced Otmu's doctrine and willed themselves unalive. Otmu would come into conflict with Quasar and the Stranger over the deaths of numerous Watchers. Otmu renounced his watch and killed himself during the battle with Quasar and the Stranger.
