Mayor Story Arcs
Secret Invasion
During the Secret Invasion, Skrulls were placing sleeper agents on every Initiative team to gather intel and infiltrate the Initiative from the inside. Dum Dum Dugan was a Skrull agent that was running Camp Hammond when he learned that the Skrull Kill Krew and 3-D Man were traveling state to state to eliminate the Skrull sleeper agents. Dugan ordered a broadcast to all Initiative bases and told all his sleeper agents to reveal themselves so they can reap the rewards for the Skrull Empire. Frog-Man revealed himself as the sleeper agent on Action Pack.
Fear Itself
Commander Steve Rogers informs Prodigy of the unknown meteors that have fallen from the heavens and mass panic is on the horizon. Rogers asks Prodigy to gather heroes on a volunteer basis to help keep the peace and lead a new Initiative where there is no forced conscription or registration. Prodigy agrees to become the leader of the new Initiative and most of the former Initiative members including Prima Donna gather in Washington DC.
The Paladins

After the Initiative folded, a few recruits, including Prima Donna, from across the country came together to form The Paladins, believing they could do a better job without government supervision. The Paladins were desperate to make a name for themselves, so they worked with Veronica Eden, who dreamed of leading Hydra, to fake superhero battles. When Eden was arrested, The Paladins decided to activate The Overseer from Eden's storage to replace her but were easily overwhelmed.
Fifty-One was the only one regretting abandoning Overseer to its own devices. He wanted to warn someone, but Think Tank psychically controlled him. To protect themselves, The Paladins turned Fifty-One into the villain they could publicly fight.
When Fifty-One broke free of the telepathic control, he broke Eden out of prison, getting the attention of Iron Man and Captain America. They believed the story The Paladins told about Fifty-One going rogue, so they returned Fifty-One to their custody after catching him. The Paladins almost killed him when Cap and Stark learned the truth and came to Fifty-One's rescue.
