Origin
Rasa is Lemuria's Chief Wizard and Alchemist. He has powers to control monstrous creatures of the deep as well as create chemical weapons. When Attuma conquered Lemuria, Rasa became his right hand man and created a weapon that could devastate the Earth. After Attuma was defeated by Hulk and the Lemurian Rebel Army, Rasa was captured and branded a terrorist.
Creation
Rasa was created by writer Mark Waid and penciler Leinil Yu. He first appeared in Indestructible Hulk #5 (Apr. 2013).
