The Red Barbarian was a Soviet General assigned with control of a vast spu network. He was reportedly nicknamed "barbarian" for his brutal treatment of his own agents, particularly those who failed their assignments. He was convinced to assign the Actor with stealing designs from Tony Stark.
The Actor did steal the designs but was apprehended in his return journey by Iron Man. Iron Man then impersonated the Actor and convinced the Red Barbarian of the success of his mission. Then the Actor imposter dissappeared with the blueprints. When the real Actor returned, he was accused of stealing the blueprints and effective treason. The Barbarian had him executed without hearing him out.
