He leaked the footage of the Cooperstown massacre to the news and advocated Proposition X. The pending law would strictly monitor and perhaps inhibit mutants from breeding.
To gain support for the proposition, Simon Trask rallied together those in-support of the proposed law. As he planned, the X-Men arrived to make a statement. A dangerous riot ensued and pandemonium covered the city. Trask used the media to gain support from more voters, further putting mutants at a disadvantage.
