The Remora is the leader of the Remoran race. Long ago, they lost their ability to perceive reality or have any experiences of their own. The Remora began to use technology to capture people from off world and strip them of their memories (the memory being permanently stolen) and shown to his people for amusement in their otherwise meaningless lives.
The Remora once captured Starhawk and Heimdall, but Starhawk overpowered him and destroyed his machinery. He was forced to go out among his people and attempt to reverse the evolutionary handicap they had developed.
