Fred Hovel was wrenched from his position as the headmaster of a private school for excessive administration of corporal punishment. His desire to deliver discipline outweighing his sense of justice, he applied his passion for posterior paddling to criminal endeavor. Attracting the attention of Doctor Angst, he joined the Band of the Bland and shared in their first defeat at Shea Stadium by the Defenders.
Later he would return in a sight gag of a costume that reflected the Punisher's attire. Aiding Doctor Angst in his "Comic Squish Principle" gave Fred Hovel a whole new opportunity to know defeat as a member of the Band of the Bland. Whether or not the Punisher has attempted to kill him for the crime of copyright infringement is unknown.
Creation
The Spanker was created by Steve Gerber and Sal Buscema in 1976 and first appeared in Marvel Treasury Edition #12.
