Tus-Katt was a coordinator for the Supreme Intelligence during the Second Kree-Skrull War. He served under Nenora after the Supreme Intelligence lost it's mind.
He was the highest ranking official on Hala when the war was over. Empress S'byll of the Skrull Empire offered a peace to him. He could not accept peace because peace has no place in the Kree Empire. He did extend a truce, to which she accepted. He began to take over as Supreme Leader of the Kree when Supreme Intelligence awoke and placed Clumsy Foulup as emperor.
