20 years ago Detective Harry Gibbs was a accident ,seconds before dieing the  alien Vaalu arrived on earth and healed him .Vaalu took possession of Harry`s body and became an police officer .He did this to stop Xanja ,an evil alien conqueror who wanted to conquer Earth. Helped by Spider-Man they defeated him and Vaalu returned  control of Harry`s body to him and took Xanja back into space. 

Creation

Vaalu was created by Larry Lieber in 1987 and first appeared in Web of Spider-Man # 25.
