Hector Santiago Ruiz grew up a trouble youth becoming a drug addict and armed robber in New York. Hector was imprisoned for assault when he met the Spiritual Light Society (secretly the Dragon Circle) .He was paroled into their custody where he became their agent and enforcer named Windeagle. He fought the Black Panther. During one battle he was assassinated by a sniper and killed.
