The Thought Police were agents of the Office of Insufficient Evidence, specially equipped to hunt down Sleepwalker. They used technology created by Mr. Fantastic to teleport themselves within Rick Sheridan's mind. Reed had originally believed it was an alien dimension. He was less-than-pleased to learn it was a human mind and that they were endangering it.
Wiretap's equipment helped him track down energy signatures and mental activity within a human mind. He could generate electricity for offense (blasts) and defense (force fields). He could also jam signals. His abilities were somehat reminiscent of Electro.
