The Red Scare is an American posing as a Communist super villain. When he encountered The Tick he had been hired by an up and coming hero named The Running Guy. He was supposed to cause some chaos in The City then take a dive to The Running Guy after trading a few blows. However, The Tick mistakes The Red Scare for an actual super villain. The Red Scare, in turn, believes The Tick is the hero he supposed to lose to. The Red Scare thus allows himself to be pummeled by The Tick.

In the first live action Tick series, the Red Scare is a robot who is programmed to assassinate Jimmy Carter, but is foiled by The Tick, and Arthur.
