Character History

Joey (Leo) Devane is a mobster who worked his way up to the right hand of mob boss Gatland Tobias.  Gatland's last act was to virtually destroy the city, but was defeated by the Green Horent.  Tobais fell off a building and died, but Devane went to prison.  Ten years later he was released and became the new head of the gang.  Most likely he was always in charge of the gang and ran it from prison.
