Cooler is the older brother of Frieza, and the son of King Cold.
Powers
Cooler has essentially the same techniques as Frieza, but are far stronger. Cooler can gather his ki faster than his brother. Cooler is physically much stronger than his brother. During Cooler's battle with Goku, Cooler was able to tank Goku's Kamehameha Wave at point blank range. Not only that, but he managed to easily outclassed Goku in his base form. Unlike his brother, Cooler has an additional form, which makes him way stronger than his previous form.
Here are a few of the techniques.
Techniques
Darkness Eye Beam: Eye Laser-beams
Supernova: Cooler gathers massive amounts of energy in seconds, creating a supernova.
Death Ball: a technique involving a spark of energy, that can grow to the size of a small moon.
