Naomasa is possibly quirkless as he never displays any time of super human power though his sister Makoto Tsukauchi does have a quirk, so it's possible he has one and simply does not use it. He is, however, a trained police detective which would indicate a certain level of intellect and physical capability. He is also trusted with the secret of All Might's powers.
