To most people who even know of his existence, Morningstar is the mysterious leader of the Hunter-Killers. Very little is known about him, not even his real name or his powers. All that's known is that he's a product of Project: USA, he runs most of the world and he's a heartless monster. The only person that knows anything more than this is Ellis. Morningstar told him the truth behind Project: USA, the Hunter-Killers, and the reasons why he does most of the things he does.

Morningstar isn't just a product of Project: USA, he was it's creator. He used the Ultra Sapiens created by the Project and during the Cuban missile crisis (which was actually just a cover for what was really happening) he took over control of America. He didn't do it for personal gain though, he was trying to save the world. A time traveling Ultra Sapien named Cassandra had come from the future to tell him that the world would end soon if he didn't do something about it. Morningstar took control of America so he could affect things all over the world. He stopped the end of the world and he thought his job was done but the time traveler came back to tell him he hadn't stopped it, just delayed it. Since then he has put off the end of the world many times but the Ultra from the future keeps coming back to tell him it's still coming.
