Continuing the exciting story Arc Face The Face, Batman's old villains are being systematically taken down.  As Batman and Robin investigate they begin to suspect Harvey Dent, reformed for at least a year, the man Batman left Gotham City to.  How will Dent take the accusations, after going through all the process of reformation has Harvey actually changed his ways or was it all a facade?  The more important question is, was Dent framed?
