Due to injuries incured in the last issue, Harley Quinn is experiencing a halluniation where she and Verdict are in an intense boxing match in front most of Gotham, with Wildcat as Harley's coach and Poison Ivy as her cheerleader.

When Harley comes out to the dream she finds herself in the office of Dr. Leslie Thompkins, with Batwoman, Officer Jaylin Shaw and Kevin. They then explain to her that Verdict had shot her and escaped, and after a brief converstation with Kevin Harley understands that Sam is Verdict and that she betrayed both Harley and Kevin. The group then discovers that Verdict has baracaded herself in City Hall and plans on blowing it up.

Batwoman and Harley sneak into City Hall with the plan of Harley disarming the bombs while Batwoman attacks Verdict. This plan goes sideways when Harley runs off to face Verdict herself.

Verdict and Harley get in a fist fight and Harley and Harley gets the upperhand when Kevin shows up and appeals to Sam's reasonable side. Harley is able to take advantage and knocks out Verdict.

Afterwards the Mayor pardons Harley and Kevin and her mend any broken fences.

Later, Verdict is sprung from police custody by Task Force X.
