Impulse decides to help out the target of the local bullies. Using his power, he causes the boy to gain admiration, for the bullies now think their former target is capable of great athletic feats. But soon Impulse comes to realize the kid had not made new friends, only thrill-seekers by proxy and he works to solve that situation as well.
