The mad god Set is loose...and he can’t stop killing in “Hell on Earth!”

Hellrazer walks the Earth. The Justice League of America confront Hellrazer. In retaliation, Hellrazer summons the Djinn, ethereal demons, immune to physical attacks. The Justice League of America is forced to fight a defensive battle, one they are rapidly on the verge of losing. Zatanna regains consciousness. Zatanna destroys a brazier, severing Hellrazor's link to Hell. Afraid to be marooned in the mortal realm, Hellrazer returns to Hell, taking Zatanna with him. The Black Canary discovers that the smoke from the brazier still serves as a gateway to Hell. THe Justice League of America journey to Hell, to bring Zatanna back.

Aboard their satellite headquarters, the Justice League of America discern how to track the stolen Luciferase. The Justice League of America track the Luciferase to Morocco. Attempting to keep a low profile, the Justice League of America are confronted by a band of street thieves. The Elongated Man, and the Red Tornado, break cover, long enough to dispatch the would-be thieves. The Mossad infiltrates Lord Arsenic's stronghold. The Mossad kill Lord Arsenic's acolytes. The acolytes sacrifice their lives to give Lord Arsenic time to escape. Lord Arsenic uses the Luciferase to acivate the Eyes of Set. Donning the Eyes of Set, Lord Arsenic slays the Mossad agents.

Lord Arsenic turns on his own acolytes, as he rapidly loses his sense of self to the Egyptian God, Set. Fully possessed by Set, Lord Arsenic destroys his own stronghold. Hellrazer torments Zatanna. Panicked patrons of Rick's Cafe Americain flee in terror, from Lord Arsenic. The Elongated Man, and the Red Tornado, assist in evacuating Rick's Cafe Americain. The Atom, and the Hawkman, confront Lord Arsenic. The Hawkman's wings are set afire, forcing him to return to the ground. The Red Tornado is struck down by Lord Arsenic. The Atom notices a mirrorball deflecting Lord Arsenic's power blasts. The Elongated Man uses the mirrorball to reflect Lord Arsenic's power back at him.

Set's hold on Lord Arsenic's mind is lost, as Lord Arsenic loses the power of the Eyes of Set. The Justice League of America take Lord Arsenic into custody. The Justice League of America locate Zatanna, in Hell. Using an acetylene torch arrow, the Black Canary, and the Hawkgirl, release Zatanna from her bonds. Zatanna opens a portal back to the mortal realm. The Hawkgirl is suspicious of Zatanna's ability to suddenly practice such powerful magics. The Justice League of America prepare to usher Zatanna back home, little suspecting that the mage may not be Zatanna at all.
