With Brother Eye keeping Mike out of commission, there's no one to stop the rebuilding of the OMAC armada.

Superman approaches Batman and explains that he believes that Brother EYE may have been rebooted and the Brother EYE satellite maybe rebuilt. Batman believes that Superman might be right but he is too busy to check it out and Superman takes his leave. Superman then goes to the Santa Barbara mental Clinic where he finds Michael in a catatonic state and Vienna in a coma.

Superman explains to Michael that if Brother EYE continues to go unchecked it will kill all superheroes, and then it will crash the moon into the earth. Michael wonders why Superman can’t stop him and that is when it is revealed that Superman is not in the cell with Michael he is trapped in the Brother EYE satellite. And what is worse, Superman tells Michael that Vienna is now infected with the OMAC virus due to the unprotected sex.

Superman fades away and Vienna, now a full fledged OMAC crashes thru the wall to kill Michael.
