Tim's father has gone to the media claiming Tim has gone missing in Gotham. Batman believes the added addition might force the government to rethink its position on closing off Gotham. Federal agents prepare to extract Tim and Batman sends Batgirl to watch over him, however all of the action brings the attention of a local gang.
