White House- Amanda Waller meets with President Obama to discuss the fate of Task Force X. The president wants to shut it down, but Waller convinces him that Task Force X just needs a new leader, Rick Flag.

Later at Camp Delta, Guantanamo Bay- Waller meets with Flag whose is currently being detained for disobeying orders, orders that were illegal and immoral. Waller explains that Task Force X is a group of super villains that would, if he accepts the offer to lead them, at his disposal to do good.

Meanwhile the team of Harley Quinn, Boomerang and Deadshot are on a mission to save Dr. Mark Ljunaberg, a scientist who was kidnapped by the terrorist group Dogra War. He had created a bomb that would turn normal people into meta humans and depower metas. The squad is not able to save Ljunaberg but Deadshot is able to kill Ljunaberg before the Dogra War can escape with him and his secrets. Then Flag orders Harley to use the bomb making all of Dogra's metas normal and gives the team a chance to take them out with old fashion guns and violence.
