After someone close to the Atom is taken out, the Justice League of America is brought in to neutralize Green Lantern, the Superman, the Batman and Wonder Woman.

A secret cabal within the United States government, right after the Ultra Humanite has wiped out power across the planet, have decided to rid the world of its super-powered populace, as the perceived source of their problems. The Justice League of America, made up of the Question, the Vigilante, the Human Target, and Jonny Double, set out to assassinate four of the more well known superhumans. After the Question kills Arthur Thompson, the original Atom and forefather of all superhumans, the JLA set out to find Superman, Bat-Man, Wonder Woman, and the Green Lantern. Will they succeed? Or will a new JLA rise?
