Wally, Tina and Professor Schmitz attempt to formulate a plan against Kilg%re! But when the techno-villain sabotages their meeting, the Flash must seek help from Cyborg!

When Flash fails to convince the U.S. government that the Kilg%re can only be defeated by shutting down the country's entire power grid, he's left to fight the bio-electric organism with help from Cyborg and Dr. Tina McGee. After one of Tina's colleagues is revealed to be a clone created by Kilg%re, Wally finds himself racing the Kilg%re through the desert to prevent the machines from merging into something much more powerful.
