Synopsis

Cap and the Falcon manage to defeat the Secret Empire, but can they survive the likes of the deadliest Man-Menace of all? Find out in this action-packed issue!

Plot Summary

Captain America, Falcon, Marvel Girl and Cyclops are being carried down to Secret Empire's dungeon by Number 68 who had killed them with all with a ray gun. However, 68 is actually SHIELD's Gabe Jones and he's working with Peggy Carter. They'd infiltrated Secret Empire and used the ray to merely stun the heroes.

Number 1 flies his flying saucer containing the other unconscious mutants to the White House lawn. Moonstone fights Number 2, but pretends to be defeated since he's working with the Empire. The victorious Number 1 steps out and demands the surrender of America.

Cap, Falcon and the other X-Men have been hiding in the Saucer, and Gabe let's them out. Captain America battles Moonstone and gets his revenge while the others take down the rest of the Secret Empire. The defeated Moonstone reveals the entire plot to the news cameras so he won't be blamed and the nation learns that Cap is innocent.

While everyone is distracted, Number 1 runs inside the White House. Captain America follows him inside and unmasks him. It is implied that he's actually Richard Nixon. Realizing that his coup has failed he shoots himself. A disillusioned Steve Rogers slowly walks away from the White House.
