The U-Foes are going to make an example of the Hulk…by executing him on international TV!
The U-Foes having finally "defeated" the Hulk, send an international broadcast to civilians and superheroes showing Bruce Banner hanging helplessly from an anti-radiation grid, preventing him from turning into the Hulk. The Avengers, Alpha Flight, Spiderman, the Fantastic Four, and Soviet Super Soldiers see the broadcast but are helpless; They do not know where the broadcast signal is coming from.
