After a battle with the Avengers, the Thunderbolts' leader steps down, but who will take their place? There is one candidate, but it won't go over well with the rest of the team…
MACH 1 turns himself in, the Thunderbolts get back on the goodside of the public due to Hawkeye's involvement, Charcoal joins the team, and U.S. Agent and the Jury attack the Thunderbolts, but lose. Hawkeye then announces that the Thunderbolts are going to bring down the Crimson Cowl's Masters of Evil on national television much to the surprise of the team.
