Resulting in the fallout from the Civil War over the Superhuman Registration Act, a new team of former villains is being set up to be the new Thunderbolts.

We see Bullseye being interviewed by a shadowy figure that is revealed to be Norman Osborn, the new Director of the Thunderbolts. Osborn informs Bullseye of the deal being offered, including the monetary benefits and also the fact that he's been injected with a "net of nanometer-sized generators, receivers, triggers, and wires." This is their way of controlling their new agents if they get out of line.

Next we find Jack Flag fighting the urge to be a hero when he does not believe in registering. There will be future repercussions over his actions.

As the media works its way to pump up interest and enthusiasm over the new Thunderbolts, Dr. Karla Sofen, Moonstone, is called into Osborn's office. Due to her lack of morals and her dark nature, he offers her the opportunity to be the field leader of the Thunderbolts, replacing Songbird (who Norman felt was bad enough). She is also informed that the team will consist of herself, Songbird, Radioactive Man, Swordsman, Venom, Penance, and Bullseye.
