Following the teams testing of the nature of Jolt's powers, Jolt begins to question Citizen V on the origin of the Thunderbolts. He then begins telling the story of how he found the Thunderbolts bending the details. He first recruits the bored Fixer who eagerly accepts to joining Zemo, in attempting to rescue Goliath from the other dimension he is being held in before deciding to recruit new members for his new incarnation of the Masters of Evil, recruiting Screaming Mimi following the death of her partner Angar the Screamer. He then recruits a disgruntled Beetle, aiding him in his escape of Daredevil and promising Beetle something big if he joins. When he returns with Beetle, he is given a list of equipment needed by Fixer, who in the meantime has rebuilt Screaming Mimi's larynx with aspects of Klaw's tech giving her the ability to create solid sound constructs. He then began Mimi's training in her new powers, as Fixer and Beetle upgraded his armor to become Mach-1. However, his plans were dashed when he watched the heroes give their lives in battle against Onslaught. The team is then successful in rescuing Goliath from Kosmos, after which a resting Goliath jokingly gives the idea that the world needs new heroes. The team in their new identities begin a test to foil a supervillain breakout of the Vault which they triggered while Moonstone is brought on to the team.
