For about ten or twelve minutes we see Hong Kong. Hong Kong's short appearance in the Dark Knight is due to the fact that Mr. Loe has fled America in order to keep from ever getting in trouble with the law after helping the mob. Batman must bring Mr. Loe back to America or risk having the mob go free. Batman of course succeeds in this and Hong Kong is only mentioned once after this short scene.
