The planet, Kar Zagas, served as a one time base of operations for the Emerald Empress. Breaking away from her long association with Tharok, and the Fatal Five, the Emerald Empress set up a recruiting station on Kar Zagas. At one time she had attracted over 200 cutthroats, thieves, and villains to Kar Zagas, all of whom inhabited the world throughout the Emerald Empress' screening process. While these individuals were eventually cleared out by members of the Legion of Super-Heroes, it is likely that Kar Zargas continues to attract similar activities, as well as similar criminal types, to it's environs.
