The Universal City is a space vessel. It was created by the Inhuman races of the Alpha Centaurians, Badoon, Dire Wraiths, and Kymellians. They created a new monoculture, where individual roles were redefined. 
There are 726 Inhuman prisoners located on the Black Level of the City-Ship.
