Wodin 12 was a world conquered by Starro. When the Justice League 3000 tried to freed the world they discovered than Starro had conquered the world by legal means and they could not legally depose him, not before they had done the whole red tape done.
Previously Starro had slaughtered an analog version of the Legion of Super-Heroes of that universe. T
