Woodbury, Georgia once had a population of 1,102 people. Once the zombie apocalypse hits the population drops significantly. A man called the Governor organizes the remaining people into a community that fences off four blocks. Guards patrol the boundaries and work on securing a fifth block. People come to Woodbury for a time but the steam slowly dies out. For entertainment, the community watches fights in a former racing track with a generator. The fights are between people who are encouraged to fight in close quarters due to zombies staked all around the arena. The zombies are somewhat domicile since the Governor feeds them the bodies of strangers that don't fall in line.
