Origin

Fearing he might learn compassion and nobility from the omniscience offered from the eyes, Mephisto opted to dull their effect by instead giving them to an unsuspecting fool, such as Nighthawk; who was tricked to believing the eyes would enable him to see crimes before they were committed and prevent them.

Creation

The Eyes of Mephisto were created by Jim Krueger and Richard Case and first appeared in Nighthawk #1.
